 Benefit Highlights for 2014


CalPERS Health Plans  For 2014, CalPERS added four new Health Maintenance Organization (HMO) providers joining Blue Shield of California and Kaiser Permanente.  Anthem Blue Cross (new), Blue Shield, Kaiser and UnitedHealthCare (new) will provide plan coverage throughout most of California.  Health Net and Sharp (both new) will cover counties in southern California.  Anthem will also provide Exclusive Provider Organization (EPO) coverage in Monterey County.  The specific plan details and change in service areas can be viewed on the CalPERS website at: www.calpers.ca.gov.  The premiums for health plans will be adjusted for 2014 to reflect the change in health care costs. Please reference the 2014 Health Plan rates at 2014 Health Plan Rates . Through the Tax Advantage Premium Plan (TAPP), health premiums are deducted on a pre-tax basis.


Delta Dental - We are pleased to continue offering eligible CSU employees and dependents dental coverage through Delta Dental. There are two plans available: Delta Dental PPO (indemnity plan) and DeltaCare USA (prepaid plan). The monthly premiums for these plans are fully paid by the CSU and can be reviewed at 2014 Dental Plan Summary.  For more information about Delta Dental, please visit www.deltadentalins.com/csu.

Vision Plan You and your eligible dependents are automatically enrolled in the VSP vision plan. Monthly premiums are fully paid by CSU!  Eye care is an important component of an individual’s overall health and well-being. For more information about this plan, please visit www.vsp.com/.

Flexible Spending Accounts – With a Dependent Care Reimbursement Account (DCRA and/or Health Care Reimbursement Account (HCRA) you set aside a portion of your pay on a pre-tax basis to reimburse yourself for eligible expenses. If you are currently enrolled in the (DCRA) and/or (HCRA), and wish to continue participation in the plan(s), you are required to re-enroll annually during open enrollment. Please use the form found at DCRA/HCRA Enrollment Form 2014 Plan Year for 2014 enrollments.


  •  For 2014, the maximum annual contribution for HCRA is $2,500 and remains at $5,000 for DCRA. Employees can adjust their annual election to include the Debit Card fee as long as they do not exceed the monthly maximum election amount of $208.33 for HCRA and $416.66 for DCRA.
  • Flexible Spending Account Debit Card for HCRA Enrollees - The optional “FSA Benny Card” issued by ASIFlex, allows enrollees to pay for out-of-pocket medical expenses (i.e., health, dental, vision, etc.) as payment at Health Care Providers and at certain retail locations. The $1.00 per month Debit Card administrative fee will be deducted from the participant’s first HCRA contribution as a lump sum ($12.00 or a proration for enrollments after January 2014).

  • Beginning in 2014, if you wish to appeal a rejected HCRA and/or DCRA claim reimbursement, it must be filed within 60 days from the date the rejection was communicated by ASIFlex.


Voluntary Benefits CSU offers a variety of voluntary benefits beyond health and wellness that are important parts of managing your life. You pay for the premiums for these plans through payroll deductions.

All of the above voluntary benefit plans, with the exception of the MetLaw Legal plan, allow employees to enroll throughout the year. MetLaw Legal Plan - This is your annual opportunity to enroll in the MetLaw Legal Plan for a low monthly premium of $19.70. The MetLaw Legal Plan offered by Hyatt Legal Plans, Inc., provides representation for many personal legal services for employees and their eligible dependents. FlexCash – If you waive the CSU medical/and or dental coverage because you have other non-CSU coverage, you can receive additional cash in your paycheck each month. If you waive medical coverage, you will receive $128 per month and if you waive dental, you will receive $12 per month.

This is your once-a-year opportunity to evaluate and make necessary changes to your benefit programs, unless you experience a mid-year Qualifying Life Event.

  • Open Enrollment election forms are due to the campus benefits office by October 11, 2013.
